Interesting problem. 
I tried the -C switch and the folder was created on the fly. (ubuntu users add sudo)
# obexftp -u 1 -C E:/ -p icons/document.png
Connecting...done
Sending "E:"... done
Sending "icons/document.png"... done
Disconnecting...done


I haven't tested how far the nesting of folders will go though. Interestingly, the command worked even without the -p switch.</description>
